LYNNWOOD -- Police believe a man found dead in Lake Stickney on Wednesday night was a fugitive from the Spokane area.Neighbors along North Lake Stickney Drive reported a body floating near a dock about 5:30 p.m. Wednesday, Snohomish County sheriff's bureau chief Kevin Prentiss said.
