No regulations for transporting waste?

Where is the EPA when you need it? Since when can you transport human waste in a truck covered only by a cloth top? (Wednesday article, “Truck on I-5 creates a stink.”) Who authorized this mode of transport? The spill on I-5 on Tuesday could have been much worse. What if the truck had turned over? Inquiring minds want to know.
