Are loud vehicles ever stopped?

Just a few quick questions to law enforcement in Snohomish County. Are you doing any of the following:

1. Stopping cars that cruise around with loud exhaust.

2. Stopping cars that cruise around with boom boxes the decibel level of a 747 and or rock concert.

3. Asking the legal status of people whom they are arresting on other crimes, per the Patriot Act.

Just wondering.
