2009 Cappy Awards: Who’s deserving of one?

If you’ve got some time today, help me out.
It’s getting close to when I hand out Cappy Awards for individual performances in the 2009 Legislative session.
I am taking suggestions for recipients of the Most Outstanding Democrat and Most Outstanding Republican in this 2009 session. (There’s got to be at least one in each party, right?)
Also, I’d like to hear your nominees for Most Improved and Rookie of the Year.
