How is it a hardship to report income for EITC?

Let me see if I understood Catherine Rampell’s Sept. 14 column correctly (“One GOP tax idea would punish poor, increase deficit”).

It is OK for us, ordinary taxpayers, to have to spend time and effort providing all information to the IRS regarding income, and we have to be able to document every penny of deductions, to pay the correct amount of taxes.

But, according to Rampell, it is a hardship for people claiming the Earned Income Tax Credit to have them prove they are actually entitled to receive this free money from the government, i.e., from the people that actually pay taxes. Go figure!
