LYNNWOOD — City officials are reviewing plans for the construction of a 13-story tower that could become the tallest building in Lynnwood, and one of the tallest in Snohomish County.
A 1.25-acre business park at 4208 and 4210 198th St. SW would be demolished to make way for the tower.
James Pirie of Pirie Second Family Limited Partnership of Seattle is the applicant. Kovach Architects of Everett reports that the building, to be called City Center Tower, would house retail stores, offices and a restaurant on the top floor. The plans propose four underground floors for parking.
Austin Kovach said such a tower would be a multimillion-dollar project. The restaurant would have panoramic views of the Olympic Mountains and the Cascade Range. The tower’s location near the intersection of I-5 and I-405 would be advantageous to business, Kovach said.
The city is reviewing the application to make sure it is complete, said David Osaki, the city’s deputy director for community development. From there, the review process will take months, he said.
“There are no specific dates for ground breaking and the applicant indicates that it won’t happen until the economic conditions are right,” Osaki said.
Kovach confirmed the lack of a timeline on the project.
“The owner would love to see this built. He is talking to investors,” Kovach said. “There’s a lot of hope behind this, but it’s all preliminary right now.”
Kovach said he sees Lynnwood’s central area becoming a place like downtown Bellevue.
“There’s a ton of potential,” he said.
Few buildings in Snohomish County would be as tall as the proposed City Center Tower. As a comparison, Providence Regional Medical Center Everett’s new building on Colby Avenue is 12 stories tall.
The tower complies with Lynnwood’s City Center planning document adopted in 2005.
The goal of the City Center plan is to create a compact city center that offers mixed-use opportunities for culture, commerce and residential spaces, according to the Lynnwood’s City Center program manager Janiene Lambert on the city’s website.
