Bail was set at $100,000 Monday for a 68-year-old Snohomish man who was arrested and jailed on suspicion of second-degree murder in Saturday night’s shooting death in Monroe.
Everett District Court Judge Thomas Kelly ordered the bail for Delbert R. Shelley at a brief hearing Monday, assistant chief deputy prosecutor Michael Downes said.
He was arrested in connection with the death of Loren Matthew Lowman, 38, of Monroe, who was gunned down in the bedroom of an apartment in the 200 block of S. Lewis Street about 10:30 p.m. Saturday.
No charges have been filed.
Shelley was arrested a short time later when police broadcast a description of his maroon 1997 Oldsmobile. The car was stopped at 88th Street SE and Highway 2. Shelley was taken into custody without incident.
Officers were dispatched to the apartment on a report of a man being shot in the bedroom. A woman at the apartment told police the identity of the victim and the suspect and greeted police by saying, "He’s in the bedroom, and I think he’s been shot," according to a Monroe police report prepared for Monday’s court hearing.
They found Lowman lying on the floor against a wall. Neither police nor medics were able to get a pulse.
Officers were told that Shelley was heading to Frontier Village in the Lake Stevens area, and the suspect left holding a pistol.
The woman told police that Shelley held a "shiny revolver" in his right hand and made a comment about the shooting and the victim as he left the apartment.
The woman told officers that Shelley had been at her place much of the day, and she wanted him to leave. Lowman, who had arrived about an hour before the shooting, offered to tell him to go.
She heard Lowman tell Shelley "to take the drugs and leave," according to a police report. She also heard Lowman tell Shelley to put the gun down. Then there were three gunshots.
Snohomish County sheriff’s deputies, who arrested Shelley, said the suspect was "very unstable on his feet, appeared intoxicated and had a difficult time following commands," the police report says.
Deputies allegedly found a large amount of blood on Shelley’s left sleeve, wrists and elbow, and blood was found on the driver’s side of his car and running down the outside of the door.
