Bills into laws: Capital budget, opt-out fee for state parks on tap Friday

Friday will find the governor signing a number of bills including the capital budget and a controversial opt-out fee for state parks.

Here’s the line-up for the 1:30 p.m. signing.

Near the top of the list is the capital budget and a lot of artists will be waiting to see if Gov. Chris Gregoire vetos a proviso added in the final hours of the final day.

This proviso – which the Democrat-controlled Legislature passed – bans out-of-state artists from getting contracts for public art projects. I wrote on it today. If you read it, you’ll see the governor sounds like she’s going to veto it.

Later in the signing session will be the bill that will tack a $5 donation for state parks onto every vehicle registration renewal form. You’ll be expected to donate unless you indicate otherwise.
