BRIER — A neighborhood that’s mostly surrounded by city limits could soon become an incorporated part of Brier — if Snohomish County signs off on the plan.
About 100 people live in the Allview neighborhood, which is all residential and includes 35 acres. It’s across the street from Brier Pa
rk, bounded by 228th Street SW to the north and 231st Street SW to the south. It’s between 27th and 24th avenues west.
“It looks like it’s in Brier, most people think it’s in Brier, but it’s not,” city planner Nicole Gaudette said.
Brier would be using what is called an island annexation method, which is allowed when an area is 80 percent or more surrounded by city limits. It does not require approval at the ballot box, though people can appeal.
The Snohomish County Council has scheduled a public hearing at 10:30 a.m. July 6 to discuss and likely vote on whether to approve the proposal. After that, the Brier City Council plans to vote on the annexation in July at yet-to-be-scheduled meeting.
After city approval, there would be a 45-day referendum period for people living in the area to call for an election. At least 10 percent of the people would have to be in support for an election to happen. Otherwise, the annexation would take effect.
If Brier adds Allview, the city’s future growth area — land the county says it can annex– would still include about 516 acres and more than 2,000 people.
There are no immediate plans to bring in those areas, Gaudette said.
The U.S. Census tallied 6,087 people in Brier in 2010, a decrease of 296 from a decade earlier.
In other developments, Snohomish County Council on Wednesday agreed to contribute $75,000 to help Brier develop trails, picnic areas and parking at Locust Creek Park.
