EVERETT — A majority of the Snohomish County Council agreed Wednesday to grant a developer permission to use three roadway easements through the proposed site of the future Frognal Estates subdivision.
The vote was 3-2. Opposing votes were cast by Councilwoman Stephanie Wright, who represents the area, and Council Chairman Brian Sullivan, who represents neighborhoods just to the north.
County staff had recommended vacating the road easements.
The decision was the latest land-use skirmish over Frognal, which would include 112 homes on mostly wooded, hilly land next to Picnic Point Elementary School. The site covers 22 acres in unincorporated Snohomish County, near Mukilteo. A developer has been working on plans since 2005.
If construction goes forward, neighbors fear the loss of natural habitat, erosion and drainage problems. They have tried to appeal an environmental impact statement issued for the project in 2015. They lost appeals to the hearing examiner and the County Council. A related lawsuit is pending in King County Superior Court.
