SPOKANE — The Spokane City Council is to vote on a tough new drug paraphernalia ordinance Monday that could be one of the strictest laws of its kind in the nation.
The ordinance would vastly expand what can be considered a vehicle for drug use. If approved, the regulation would go further than the state and federal governments’ laws on what can be considered drug paraphernalia.
