Everett police today announced eight promotions.
Here is the press release they sent out:
To the rank of deputy chief, Dan Templeman. Deputy Chief Templeman has been a police officer with Everett since 1992. During his career he has been assigned to the patrol and investigation
s divisions, he was the south sector administrative sergeant, a lieutenant in the general and special investigations units, and served as a captain in administrative services. Deputy Chief Templeman was the department’s officer of the year in 1996 and the supervisor of the year in 2002. In his new a
ssignment Deputy Chief Templeman will be oversee the Operations Division.
To the rank of captain, Mark St. Clair. Captain St. Clair has been a police officer for 32 years. His major assignments have included 14 years in the patrol division and 17 years in investigations which included several years with the Snohomish Regional Drug Task Force. Captain St. Clair is a graduate of the FBI National Academy and is a current member of the Washington Chapter of the FBI National Academy Association. Captain St. Clair will be assigned to the Operation Division and will command the north precinct.
To the rank of lieutenant, Manny Garcia. Lieutenant Manny Garcia has been in law enforcement for 32 years. He has been with Everett PD since 1988. Prior to Everett, Lieutenant Garcia worked for San Diego PD. His assignments have included patrol, traffic investigations, narcotics, master police officer, and administrative sergeant. Lieutenant Garcia will be assigned to the operations division south sector.
To the rank of lieutenant, Jim Phillips. Lieutenant Jim Phillips has been in law enforcement for 33 years with the past 21 here at Everett PD. Prior to Everett, Lieutenant Phillips worked for the cities of Covina and West Covina, California. During his tenure at EPD Lieutenant Phillips has worked in the patrol division, and in the planning and training unit. He was also a detective in the Major Crimes Unit for more than ten years. His last assignment was in the north sector as the administrative sergeant. Lieutenant Phillips will remain in the north end as the sector day lieutenant.
To the rank of lieutenant, Robert Marshall. Lieutenant Robert Marshall started with the police department as a reserve officer in 1986. He was hired on as a full time officer in 1988. Over the past 24 years Lieutenant Marshall has worked in a variety of assignments to include patrol, narcotics, and the anti-crime team. He has been a member of the SWAT team and the regional bomb squad. Lieutenant Marshall has been a law enforcement instructor of many disciplines including defensive tactics, verbal judo, and firearms. Lieutenant Marshall new assignment will be in the north sector as the night lieutenant.
To the rank of sergeant, James Collier. Sergeant James Collier has a combined 22 years in law enforcement. The first 6 with the Royal Canadian Mounted Police, the next 6 in El Paso, Texas until finally ending up here in Everett. While in Everett Sergeant Collier has worked in the patrol division, the gang and bicycle units, criminal intelligence, and as a special assault unit detective. Sergeant Collier will be assigned a patrol squad in the south sector.
To the rank of sergeant, Bill Lange. Sergeant Bill Lange has been a police officer with Everett for the past 28 years. Sergeant Lange has spent most of his career in the patrol division where he was a master police officer, training dozens of new officers over the years. He has also worked in the traffic unit and anti crime team along with a stint in the investigations division. Sergeant Lange is also a firearms instructor and Armorer. Sergeant Lange will be assigned a patrol squad in the north sector.
To the rank of sergeant, Pete Noetzel. Sergeant Pete Noetzel was first hired by the Everett Police Department in 1996. In 2001 Sergeant Noetzel left the department to work at the Spokane County Sheriff’s Office. In 2004 Sergeant Noetzel returned to EPD. During his law enforcement career Sergeant Noetzel has had an emphasis on traffic enforcement. He was selected as a member of the newly created Traffic Safety Unit as a motorcycle officer where he worked until his promotion. He will now be assigned a patrol squad in the north sector.
