A new law addressing overcrowding in state colleges also authorizes Everett Community College to take the lead in expanding local access to four-year degrees.
The college must come up with an educational plan for north Snohomish, Island and Skagit counties based on a university center model.
Under the model, four-year colleges and universities offer baccalaureate and graduate degree programs on community college campuses.
Working with community and business leaders, other local community colleges, public four-year institutions and the state Higher Education Coordinating Board, EvCC must address:
* Projections of student enrollment.
* Coordinated delivery of lower- and upper-division courses.
* Expanded availability of baccalaureate degree programs and high-demand degree and certificate programs.
* A timeline and cost estimates for moving the physical location of a consortium of colleges and universities now offering classes at Everett Station to EvCC.
The college must submit preliminary recommendations to the higher education and fiscal committees of the Legislature by Dec. 1.
