LAKE GOODWIN — Neighbors have challenged part of a planned 600-home development near Lake Goodwin.
The appeal focuses on a 49-lot subdivision on 167 acres southeast of Stanwood. The action questions whether a hearing examiner adequately considered safety issues on nearby roads when approving the subdivision plans. It raises concerns about sight distance on a sharp curve and adequate turn-arounds on a dead-end street.
The housing development is being proposed by Lake Goodwin a Joint Venture LLC, a partnership between the McNaughton Group of Edmonds and Granite Land Co. of California. Stanwood resident Tom Barry and the 7-Lakes nonprofit filed the appeal.
“There are definitely some road issues, and they weren’t addressed,” said Ellen Hiatt Watson, 7-Lakes’ founder.
The hearing is scheduled for 1:30 p.m. May 12.
Beginning in 2006, Lake Goodwin a Joint Venture submitted nine separate applications on adjacent pieces of land to build a total of 600 homes. Hearing Examiner Barbara Dykes sent the developer back three times to do environmental studies on the combined impacts of all of the applications, rather than just consider them piece by piece.
Last year, a judge overturned Dykes’ ruling, calling it illegal. Since then, another county hearing examiner approved the application and the county agreed to pay the joint venture a $90,000 settlement in a related lawsuit.
When considering the upcoming appeal, the Snohomish County Council is tasked with acting as a quasi-judicial body to judge whether the hearing examiner correctly applied land-use regulations. The council can affirm the decision, reject it, or send it back for further consideration.
