TACOMA — An attorney who unsuccessfully ran in the 2014 primary election for Kitsap County prosecutor has settled a lawsuit against the state’s election watchdog after accusing it of violating his free speech rights.
The Kitsap Sun reported that Bob Scales, a Democrat, settled last month with the Public Disclosure Commission for $25,000. He had accused the commission of violating his First Amendment rights and his right to due process by demanding he change his campaign signs.
The signs read “Bob Scales Prosecutor” which the commission said was misleading because they implied he was the incumbent.
Scales complied with the commission’s request and changed the signs and the commission took no action. Scales finished third in the primary and Prosecutor Tina Robinson, a Republican, ultimately won the general election.
