A homeless sex offender is accused of raping a woman at a group home in Coupeville for people with mental health challenges, according to the Island County Sheriff’s Office.
Deputies arrested Bilal A. Alfaruqi, 31, last week; he also goes by the name AJ Guest, court documents state.
An Island County Superior Court judge found probable cause Feb. 22 that he committed the crime of rape in the second degree and set his bail at $50,000.
The victim reported that Alfaruqi convinced her to let him come over to talk and watch TV. Instead, Alfaruqi raped her as she struggled to resist him, according to the detective’s report on the incident.
The woman, who was described as soft spoken, told investigators that Alfaruqi raped her a second time as she told him “no” and struggled against him, the police report states.
After being contacted by police, Alfaruqi told investigators that he had consensual sex with the woman, according to the sheriff’s office.
In 2011, Alfaruqi was convicted of child molestation in the third degree in Snohomish County. The victim was a 15-year-old girl known to the offender, according to the sex offender registry.
In 2014, a Whidbey Island woman obtained a domestic-violence protection order against Alfaruqi. She described his alleged violent and delusional behavior in her petition, describing how he saw non-existent photos on her tablet. She claimed that he became suicidal and violent when she tried to break up with him.
The woman wrote that Alfaruqi is trained in martial arts.
“He bought a sword so I felt safer, but I’m scared he will use it on me,” she wrote.
The prosecutor’s office has until Wednesday to charge Alfaruqi.
