PASCO — The man killed in a standoff with police in Pasco lived at the home where he died Wednesday night.
He was identified by the Franklin County coroner as 49-year-old Richard R. Howard.
The incident began with the man firing shot about 7 p.m. outside the home. He went inside when officers arrived and refused to come out.
Capt. Jim Raymond says the man stepped out of the house about 10:30 p.m. waving a gun in a threatening manner and police fired.
