MILL CREEK – When it came to addressing the parking problems at the Mill Creek Library, the City Council went back to the first idea suggested.
Interim public works director Scott Smith came up with a plan to build an access road connecting the main entrance to a parking lot at the end of 156th Street SE. The idea is similar to one suggested last year when the city first began tackling the issue. Then, the plan was to build a one-way connector road between the two lots that would cut through Library Park.
The newest plan cuts through a grove of pine trees but preserves most of the grove.
“This could be a good interim thing until the library figures out what it’s going to do,” Smith said.
City manager Steve Nolen said he learned from Sno-Isle Libraries that a larger library eventually may be built to serve the greater Mill Creek area. Nolen added that library officials suggested the city not spend a lot of money on a permanent solution to the parking problem.
Mayor Donna Michelson, who is on the city’s library board, said a new building could still be another 20 years away.
That’s where the new access road comes into play.
Preliminary plans call for the road to be 25 feet wide, with 156th Street SE reconfigured with bollards to prevent people from using the parking area as a shortcut to Bothell-Everett Highway. The projected cost is $54,600.
Smith said the city must add the parking project to the city’s capital facilities plan, which the council will discuss later this year during budget talks. Construction would most likely begin in 2007, Smith said.
