The National Park Service and the Federal Aviation Administration are reviewing the impacts of those tours in a plan required by federal law. Five operators currently offer a total of 113 scenic air tours over Rainier each year.

Some have raised environmental concerns about oil being transported from tar sands deposits in Canada.

The pipeline, which is owned by Kinder Morgan, stretches from Edmonton, Alberta to Sumas. One branch goes to Burnaby, B.C., while others run to two Whatcom County refineries. The company doesn’t own the oil that is transported.

About four miles of the pipeline runs through the city, but only about half is on public land.
