ST. HELENS, Ore. — A Keizer, Ore., man sought on sex charges has been arrested on a sailboat in the Columbia River.
A Keizer police detective traveled to Vancouver, Wash., on Friday to arrest 49-year-old Thomas Leroy Webb after he was indicted by a Marion County, Ore., grand jury on rape, sodomy and sex abuse charges. Detective Ben Howden learned Webb had left Vancouver and might have departed nearby St. Helens, Ore., by sailboat.
St. Helens police confirmed Webb had left a local dock and relayed a boat description to Oregon State Police.
State Police Lt. Gregg Hastings said two state police fish and wildlife troopers checking sturgeon anglers on the Columbia spotted the sailboat, identified Webb and arrested him. Hastings says evidence found on the boat led officers to believe Webb planned to leave the area.
