Master Builders appeals ruling
The Master Builders Association of King and Snohomish Counties has filed an appeal in Snohomish County Superior Court of a state growth management hearings board decision that was made in July.
The growth board’s decision upheld a city ordinance that would require developers outside city limits to annex into Arlington before being allowed to hook up to the city’s sewer system. In recent years, a few cities in Snohomish County, including Arlington, have withheld sewer and water hookups to unincorporated areas they are scheduled to annex if county codes conflict with city rules.
Doing so effectively halts development in those annexable areas until developers are willing to play by the city’s rules, not the county’s. The rules sometimes differ. Arlington tends to allow less density and has stricter design standards, for example.
The Master Builders has opposed such policies and is now challenging the decision that upheld Arlington’s ordinance.
Edmonds
Vote for your favorite garden
The Edmonds in Bloom Association invites community members to help choose a local garden to receive the 2004 People’s Choice Award. Any garden in the 98020 or 98026 ZIP codes can be nominated for the award. The only criteria is that the garden be visible from the street.
Mail your votes or drop them off at Edmonds in Bloom, 700 Main St, Edmonds, WA 98020. The deadline is Wednesday. Winners will be announced at the Edmonds in Bloom awards celebration Aug. 29.

Northwest area neighbors to meet
The Northwest Neighborhood Association will meet at 7 p.m. Tuesday in the third-floor piano lounge at the Washington Oakes Retirement Center, 1717 Rockefeller Ave.
An Everett Transit representative will be on hand to talk about the agency’s tax initiative. Neighbors will also discuss Colby Park improvements and plan for the upcoming Sept. 12 neighborhood picnic.

YMCA to receive $10,000 donation
Pacific Ridge Homes is making a $10,000 donation to the YMCA of Snohomish County. The presentation will be made Tuesday at Silver Firs Elementary School, 5909 146th Place SE, Everett, where the YMCA is hosting a day camp for first- and second-grade students.
The $10,000 donation will be presented by Mike Kinney, Jr., a Pacific Ridge Homes partner.
Homeowners moving into the Country Woods and Madison Court communities in the Lynnwood/Bothell area designated the contributions that are going to the YMCA.
A $1,000 donation was made by Pacific Ridge Homes through its Building for Today-Building for Tomorrow program for homes in those communities purchased before construction began.
Mill Creek
Employee of the quarter named
Building inspector Scott Johnson was named City of Mill Creek Employee of the Quarter for the period of April to June.
Johnson was described as an employee who always maintains a good attitude and ensures that he is consistent with research and inspections.
Employees of the quarter are nominated and selected by city employees.

East County Senior Center offers a Senior to Senior Listening Group 10-11:30 a.m. Tuesdays at 824 Village Way.
The group offers respectful listening, encouragement, help in identifying problems and a place to be yourself. All seniors welcome.

Kids can drop in at the club
Kids enrolled in the Mukilteo Boys &Girls Club are invited to drop in and participate in a variety of activities.

Snohomish
Senior center gets $5,700 grant
The Snohomish Senior Center recently received a $5,700 grant from the Seattle-based Comprehensive Health Education Foundation to conduct a Lifetime Fitness Program at the center, 171 Cypress Ave.
The program will start Sept. 13 and round out a twice weekly walking group and a weekly exercise program.
