VANCOUVER, Wash. — A state panel reviewing a plan to build the Northwest’s largest crude-by-rail terminal says the proposed site is properly zoned for the purpose.
The state Energy Facility Site Evaluation Council said Tuesday that zoning at the Port of Vancouver site allows for an oil terminal.
Tesoro Corp. and Savage Companies want to build a rail-and-river operation that could handle as much as 380,000 barrels of crude oil per day.
The panel did not decide Tuesday whether to approve the project. It will eventually make a recommendation to Gov. Jay Inslee, who has the final say.
The Columbian reports (http://is.gd/fXv2bO) that the city of Vancouver, which opposes the terminal, had asked the panel to put off the land-use decision until an environmental analysis is completed.
