WHIDBEY ISLAND — Island County Sheriff Mike Hawley will host a public meeting tonight to discuss a Level II sex offender.
The meeting will be at 7 p.m. at the Greenbank Community Clubhouse on Bakken Road, near Highway 525.
Troy Eugene Salmon, 38, will live in the 3600 block of Oceanside Road in the Lagoon Point neighborhood, sheriff’s officials said.
He was convicted Nov. 24, 1993, in King County of second-degree rape of a woman he had met at a Seattle tavern. Salmon pestered the victim to have sex with him; when she resisted, he beat her and threatened to kill her, then sexually assaulted her, authorities said.
She escaped and ran to a gas station to call police.
Salmon was later sentenced to 75 months in prison.
Salmon later was convicted in Clark County of first-degree escape. In April 1997, he fled the Larch Corrections Center and was subsequently sentenced to 13 months in prison.
He is scheduled for release today and will live with a relative.
Salmon is a American Indian man, 6 feet tall, 164 pounds, with black hair and brown eyes. He also has used the names Troy Lukken or Lukkan, Skyler or Sky Lucan and Jery Lee Markin.
Salmon is considered a moderate risk to reoffend.
He denies committing the rape and has been found not to be amenable to sexual deviancy treatment, authorities said.
While in prison, Salmon had five major infractions, officials said. His previous criminal history includes armed robbery, theft, possession of hashish/marijuana and drunken driving.
He will be under state Department of Corrections supervision for two years. Salmon is prohibited from possessing alcohol.
Hawley will discuss the state’s sex offender registration laws, concerns about Salmon being in the community and how to keep the area safe.
