EVERETT — Police issued a warning Thursday about a registered sex offender who has been reclassified as more likely to commit other crimes after he allegedly violated conditions imposed by the court.
James L. Wallin, 27, was convicted in 1995 in Snohomish County Superior Court of first-degree child molestation. His offenses occurred while the victim, who was known to Wallin, was between 8 and 13 years old, police said.
Authorities initially assessed Wallin as having a low likelihood to reoffend, but recently raised his risk level, Everett police Sgt. Boyd Bryant said.
Wallin has approached young girls to photograph their feet, and he was found in possession of photographs of other young children playing at a county park, Bryant said.
Wallin is a white male, 5 feet 6 inches, 130 pounds, with blue eyes and brown hair. He has registered with the Snohomish County Sheriff’s Office to reside in the 5100 block of Colby Avenue.
Under state law, convicted sex offenders are required to register their addresses, and police agencies are authorized to notify the public of the presence of those considered most dangerous or likely to commit more crimes.
Wallin is not being sought by police.
His supervision includes restrictions that prohibit him from any contact with prior victims, any contact with minors unless it is approved by his community corrections officer, and any use or possession of controlled substances. Violations of those restrictions should be reported to the Department of Corrections at 425-356-2800.
