SNOHOMISH — People have an opportunity to speak tonight about separate proposals to limit parking time downtown to three hours and to raise the city’s property tax levy by 1 percent.
The issues are scheduled for City Council attention at 7 p.m. in the George Gilbertson Boardroom, 1601 Ave. D.
The council is expected to vote on an ordinance that would change Snohomish’s parking code by setting time limits and making other modifications to parking regulations.
The city has been considering changes on parking rules in the Historic Downtown as a way to increase parking turnover in stalls located close to businesses.
One proposed change would limit to three hours the maximum time somebody could park in 425 stalls. The stalls are located along First and Second streets, between Avenue D and Cedar Avenue. People who violate the three-hour limit would risk a $30 ticket.
Stalls outside the area would continue to allow parking for a full day.
If approved, the ordinance also sets up 30-minute parking zones for pickup and delivery along First Street.
The goal is to have the changes ready by late November, in time for the holiday shopping season, planning director Corbitt Loch said.
The other hearing Tuesday focuses on a proposed 1 percent increase in the property tax levy. The proposed change means a homeowner who paid $1,000 this year, would pay $1,010 next year if the assessed property value does not change.
The levy increase is proposed as part of the city’s draft 2012 budget. The 1 percent increase is the maximum the city can consider without seeking voter approval.
People would have another chance to speak out on the Nov. 1 meeting, the same day the council is expected to vote on the increase.
