South Korea’s military tightened roadblocks and traffic checks north of Seoul today after finding signs of possible infiltration by North Korean agents, officials said. Near Yeoncheon, South Korean border guards found a hole in the wire fence that forms the southern boundary of the 2.5-mile wide Demilitarized Zone that separates the two Koreas, a Defense Ministry spokesman said on condition of anonymity.
China: Human rights on agenda
U.S. Secretary of State Colin Powell won agreement from top Chinese officials Monday to resume joint discussions on human rights issues, but he failed to persuade them to open a dialogue with old rival Taiwan. Powell said he wants official discussions to touch on U.S. concerns about the detention of journalists and restrictions on civil liberties, among other issues.
