Mitch Daniels, the current director of the Office of Management and Budget, has implemented a unique concept for doling out program funding. Essentially it goes like this: “What works gets funded” “Do better and you get more.”
The way it has been working is the government agencies say “how much” instead of “how well.” Most all government agencies are used to regular unquestioned increases. Therefore, they detest this radical concept.
Last year Daniels instituted what he calls a “Signal Light System” used to identify good, bad and middling programs and this year he is requiring 20 percent of all federal programs to run the gauntlet and prove their worth. Daniels insists that governments should run more like a well-managed business. Very interesting. Can you imagine someone in government demanding efficiency and accountability? The nerve of this guy!
