The Herald should not print revisionist history supplied by the Washington Post, as in the Friday article, “U.S. offers aid in climate talks.”
According to Wikipedia: “Both Gore and Senator Joseph Lieberman indicated that the protocol would not be acted upon in the Senate until there was participation by the developing nations. The Clinton administration never submitted the protocol to the Senate for ratification.”
Clinton could have submitted the protocol to the Senate for ratification but did not because of the costs associated with it and the impact it would have on the U.S. GDP. The Bush and Obama administrations continued this position and the treaty has still not been submitted to the Senate.
