Examining other cities’ solutions to transportation (viaduct/tunnel) vs. funding – an idea that I haven’t heard in the constant babble of “what-to-do?” is the solution that both Melbourne and Sydney, Australia, used to solve an identical dilemma:
1. Put the tunnel/viaduct out for bid to an independent contractor.
2. Let the contractor collect the toll until he is paid.
3. At that time, ownership and toll collection returns to the local/state government.
These cities have huge, gorgeous tunnels, equal to our need.
Of course, eliminating taxing the general populace makes it more difficult for the government politicians to skim the cream.
