If Congress didn’t want a foreign company to be awarded the tanker contract, why did it require or at least approve a competitive bid process that included a foreign competitor (Airbus)? They could have easily approved a sole source contract for Boeing or confined the bidding to U.S. companies only. Unless, of course, they were unaware of this whole bidding process until the successful bidder was announced.
