The Patient Protection and Affordable Care Act was introduced By Charles Rangel on Sept. 17, 2009, passed the House on Oct. 8, 2009, passed the Senate on Dec. 24, 2009, and was signed into law by the president on March 23, 2010. On June 28, 2012, the Supreme Court upheld the constitutionality of the law.
Instead of just reading the Constitution, perhaps the writer should read up on the law in question. For instance: The Congressional Budget Office projected that the Affordable Care Act will lower both future deficits and Medicare spending by hundreds of billions of dollars. Sounds pretty good to me.
