Board discussed needs, proposal

In September 2003, a committee composed of citizens and school staff began a series of meetings to study school funding issues. After considerable discussion, a levy proposal was made and unanimously approved by the Board of Directors in December 2003. The proposal contained the following elements the committee believed would be crucial to obtaining community support:

Levy resources must be focused on the primary mission of the school district – teaching and learning.

  • Maintain current programs and service levels.

  • Tax rates (cost to taxpayers per $1,000 of assessed property valuation) must be equal to or less than the 2004 rate of $2.294.

  • The proposal should cover a four-year period so that levy election costs are reduced and planning for educational programs and services for students can be extended beyond the current two-year levy term.

    The final recommendations to the Stanwood-Camano School Board of Directors allocated levy dollars as follows: 54 cents for teaching and instructional support, 25 cents for facilities maintenance and utilities, 14 cents for extracurricular programs, activities and athletics, 7 cents for pupil transportation.

    The levy amount and estimated tax rate for each of the four years of the replacement levy is as follows:

  • 2005 – $7,267,540 ($2.25 per $1,000 of assessed valuation)

  • 2006 – $7,850,634 ($2.21 per $1,000 of assessed valuation)

  • 2007 – $8,480,375 ($2.25 per $1,000 of assessed valuation)

  • 2008 – $9,160,496 ($2.29 per $1,000 of assessed valuation)

    The levy amounts represent the maximum amount of taxes that can be collected in each year. The amounts do not accumulate from year to year. At the end of each year the levy amount expires and is replaced by the following year levy amount.
