As commanding officer of the nuclear aircraft carrier USS John C. Stennis (CVN 74), I was required to review investigative reports prepared by the Naval Criminal Investigative Service (NCIS) and determine if the individual in question was suitable to be awarded a clearance for access to classified information. After reading FBI Director Comey’s complete statement regarding the handling of classified material by former Secretary of State Hilary Clinton, I would not grant her a clearance for access to classified information. If she were a sailor on my ship, I would refer her case to an Article 32 hearing to determine if she should be referred to a general court martial.
