All of this debate about traffic cameras, safety and revenue boils down to a single fundamental flaw — you cannot make something safer by fining violators.
To truly make a leap forward in safety you need to re-engineer the problem so that it cannot occur. While the issue of traffic safety around schools is a little more complicated, the issue of red-light runners is much simpler. If the traffic lights at intersections were simply changed to have a delay between red-light and green-light the potential danger of cross traffic collisions would be drastically reduced.
