Have taxes reached wrong number?

I have been paying about $13 a month on the phone bill just in tax. I would just love to have someone explain the taxes to me. They are as follows:

City Utility Users Surcharge: 3.32

Federal Universal Service Charge: 2.81

Regulatory Cost Recovery Charge: .49

County 911 Service Fee: .70

City District Telecom Tax: .57

City Telecom Tax: .76

State 911 Service Fee: .25

Wash. State Telecom Tax: 4.31

Are these right? Why I’m being charged so much?
