A recent Herald article indicating Washington had the highest seat belt use in the nation was proof to me that the seat belt fine increase from $86 to $101 was not due to poor compliance, but a devious revenue generating ploy by law enforcement. The recently exposed federal trophy program recognizing local law enforcement who issue a minimum number of seat belt infractions, and this recent fine increase, indicates to me law enforcement – along with politicians – foster an adversative climate toward our citizenry .
