The Herald Editorial Board is wrong again (“Let the voters decide on levy supermajorities,” Feb. 23). Why? Because at least 10 percent of the voters, probably closer to 20 percent, don’t pay the local levies. The people on welfare don’t pay, the low-income elderly people don’t pay, and most renters are not smart enough to realize that they will pay. Taxes should be passed by the people who pay them.
