Just think of the similarity between guns and automobiles; by accident or misuse, both cause harm to people. However, the present regulations concerning the ownership of these two objects are quite different; it is common sense to make them similar.
Every vehicle must be registered in the state of ownership by its VIN or serial number, manufacture, model, owner’s name and address. Every gun, no matter where it belongs to a retail store, a person, gun collector or dealer, it needs to be similarly registered in the state of ownership by its VIN or serial number, manufacture, model, owner’s name and address. Every vehicle must be insured by its owner for liability, i.e., bodily injury $100,000 each person and $50,000 each accident. Similar liability insurance should be mandatory for every gun.
There must be facilities for registration, change of registration and purchase liability insurance, at all retail gun stores, wholesale gun dealers and gun shows. Regulation for sale, exchange or a gift of a gun between two individuals should be allowed to take place at any of the facilities listed in the previous sentence.
A three-month period after the implementation of the above regulation will allow present gun owners time to register their gun(s). After that period, ownership of an unregistered gun would be deemed a criminal act. When a gun in stolen or lost, the action must be immediately reported to the police.
Among the advantages of the above regulation is the safety of firefighters, police and other emergency personnel, who on the way to responding to a 911 call, can be notified of the probability of a weapon at the address.
