On Dec. 17, The Herald ran an article titled, “Clinton touts welfare drop while in office.” The information is correct. Welfare rolls did drop during his presidency. What President Clinton does not say, however, is that this happened because the Republican Congress enacted a welfare reform bill after the president vetoed several others. It is customary for the president to claim the credit or get the blame for what happens on his watch. In this case, welfare rolls grew for the 50 or so years that the Democrats controlled Congress. It took the Republicans to turn it around.
