Folk wisdom has it that changing horses midstream is not a good idea, but it seems that a change is needed immediately in the structure of our intelligence agencies.
I would like to see agency “mission descriptions” for both the FBI and the CIA. I also would like to see a “connect the dots” chart that shows lines of communication. The chart that I looked at for the FBI shows it reporting to Congress, but tell that to Rep. Dan Burton who has been unable to get 30-year-old documents from the FBI.
I think that we may be riding two horses across a very turbulent stream and neither horse has reins to control it.
The only memorable event I can recall the FBI coordinating was picketing of the White House by 500 agents protesting a possible pardon by then-President Clinton of AIM activist Leonard Peltier.
