The reality is that we need another I-5 and I-405 but there is no way to build them as there isn’t any undeveloped land to allow construction. Therefore, the only way to reduce the gridlock is to get half the drivers off the roads. An HOV lane is the only lever I see to entice people to carpool. At present there is a significant number of drivers that violate the HOV rules. If we allow exemptions during certain time periods there will be no incentive for people to learn to drive with more than one person per vehicle. At times when traffic is light, many drivers travel about 70mph. There is certainly no need to open the HOV lane to them.
