Frequently I read about forming a democracy in Iraq – but one that is compatible with Iraqi culture; not necessarily one that looks like ours. Can someone please tell me what another form of democracy might look like? Democracy can’t be just voting; the USSR did that, but it certainly was not a democracy! France and Italy have more than two parties, but I believe we consider those countries to be democracies. My dictionary says, among other things, “rule by the ruled.” If “the ruled” in Iraq choose a theocracy according to the Koran, is that a democracy compatible with Iraqi culture?
