Why make hires during lean year?

I’m sure the County Council did not expect the Friday front page article concerning the announcement of a lean year to coincide in the same edition of The Herald with their announcement of the addition of three analysts at a cost of approximately $342,000.

My comment, and I’m very sure I’m not alone, is — will someone more knowledgeable than I please start the recall petition for those council members who voted for this?
