County Hall of Fame Class of 2022: Jim Carter

The longtime youth football referee was twice named Official of the Year by the State Officials Association.

Carter has been a youth football official in Snohomish County for 51 years.

Carter began his officiating career as a side official, but quickly moved into the head position of referee. During his years as an official he was selected by the State Officials Association (WOA) to officiate six state championship games, approximately 35 state semifinals, and around 40 conference and league championships. He’s also worked 10 all-star games.

Carter has been honored many times by the WOA, including twice being named the Official of the Year, as well as receiving the Tom Cross Award for his contributions to Washington State high school football and the WOA Meritorious Service Award.

Carter was a WOA board member for 18 years, serving six years as vice president. He was also a charter member of both the Snohomish County Sports Hall of Fame committee and the Snohomish County Football Officials Association (SCFOA) Hall of Fame committee. In his role with the SCFOA, he’s helped provide more than $250,000 in scholarships for local youth.
