Voters in Edmonds and Woodway continue to be returning ballots at the highest rate in Snohomish County.
The Snohomish County part of the 7th Congressional District, which includes Edmonds, Woodway and nearby areas, had a ballot return rate of 20.49 percent through Monday morning, compared to 16.39 percent for the whole county.
That 16.39 percent countywide rate is far from the expected 44 percent.
