LYNNWOOD – Snohomish County and Lynnwood police officials have released information concerning a registered Level 3 sex offender living in the 20800 block of Highway 99 in Lynnwood.
Level 3 is the highest level of sex offender and means he is more likely to reoffend, according to police.
According to official documents, Robert J. Garza pleaded guilty in Snohomish County Superior Court on Feb. 26, 1992 to nine counts of sexual assault:
• One count of rape of a child.
• Three counts of rape of a child second degree.
• One count of second degree rape.
• Two counts of first degree incest .
• Two counts of second degree statutory rape.
Garza was sentenced to 116 months in prison. While imprisoned, Garza declined to participate in sexual deviancy treatment. He did complete course work in stress management and victim awareness Education. Garza was referred for chemical dependency treatment but has not had the opportunity to enter into the program.
Garza is described as a 55 year old white male, 5-foot-3, 150 pounds, with blue eyes and brown hair.
The Lynnwood Police Department was scheduled to conduct a community meeting on Wednesday, Sept. 15 at College Place Middle School to discuss registered sex offender issues applicable to the local neighborhood.
According to police, it is the goal of Snohomish County Sheriff’s Office and the Lynnwood Police Department to keep the community informed of these issues, answering any questions. Parents and all interested citizens who are concerned about this matter and desire additional information are encouraged to call the police department.
The intention of having public notification is to increase public safety and awareness, not to create fear or promote adverse public reaction, which could violate the individual rights of any citizen.
