Open HOV lanes during off-peak hours

I’ve just read the information on the red-light cameras at intersections. I think this is a great start, and especially in Lynnwood, where I live just down the street from the LPD, the revenue this project has produced is exceptional.

In further reading about Tim Eyman and his suggestions of how to use future revenue: One of his ideas has been something I’ve felt and thought about every time I drive the freeways in this state. Coming from California, where they have for years now posted signs for use of the HOV lanes the hours that can be used by everyone. For instance: between 10 a.m. and 2 or 3 p.m. and evenings 7 p.m. and 5 or 6 a.m. When I say “or” it is because I can’t remember for sure, but it is certainly a common sense ruling and solves a lot of problems. That being said, I think our state of Washington should definitely begin this practice. I don’t know who to contact for information in regards to my support of the “idea” and a follow through response?
