The Emergency Services Coordinating Agency (ESCA) will conduct a full-scale weapons of mass destruction exercise Thursday, March 10, at Edmonds-Woodway High School.
Public safety personnel from federal, state, county and local agencies will converge on the school for the “terrorist incident.”
ESCA and other emergency management organizations across the nation have sponsored training for public safety personnel or “first-responders” to help prepare to deal with a terrorism event which may involve chemical, biological, radiological, nuclear or explosive weapons. The exercise is deisgned to help assess the capability to respond to such events.
The exercise will simulate an explosive device scenario. At 9:15 am, a simulated explosive device placed by a terrorist will be said to detonate in the boy’s locker room at the high school. About 25 students will be injured, some in critical condition. Medical responders will practice triage, treatment and transport of casualties to the Stevens Hospital Emergency Room.
Edmonds officials will activate the city’s Emergency Operations Center to help coordinate the multi-agency response, manage information, and support local responders in the field. The Edmonds School District will demonstrate lockdown procedures and test communications coordination.
ESCA is a city emergency management organization created by inter-local agreement among the cities of Brier, Edmonds, Kenmore, Lynnwood, Mill Creek, Mountlake Terrace and the Town of Woodway.
