One question of letter on gas prices: Where does he fill up?

I don’t know enough about economics and the factors affecting oil supply to argue (or agree) with a recent letter to the editor, but I would certainly like to know where the author purchases gasoline.

He paid $1.06 a gallon on Nov. 6, 2020. Three days later, on Nov. 9, 2020, I purchased 87 octane gasoline at the Costco in Lynnwood for $2.50 a gallon. He then paid $3.62 a gallon on March 7. My most recent fill-up, a week earlier, also at the Costco in Lynnwood was $3.90 a gallon.
