Russia’s threats of nuclear war concerning

First of all I do not like Vladimar Putin or Donald Trump, and I am sympathetic with the Ukrainians in their current struggle. I am old and my memories of world events go back to the Eisenhower administration and further.

As I recall, pretty much all of the Cold War era administrations from Dwight Eisenhower to Ronald Reagan vowed that America would never be the first to use nuclear weapons, this despite the fact that we had used them against Japan. Fast forward to the George W. Bush administration and nuclear weapons were back on the table, at least for use against our enemies in the Middle East anyway. Fast forward again to the current situation in Ukraine. Should we now feel safe in threatening to use nuclear weapons against Russia? Should we be surprised if Vladimar Putin threatens to use nuclear weapons?
